Direct Request (CEACR) - adopted 2025, published 114th ILC session (2026)

Article 1 of the Convention. Applicable legislation. The Committee notes the Government’s indication that a new committee has been formed within the Iraqi Naval Authority and will soon be in a position to provide information on measures implementing the Convention. Taking note of the above, the Committee recalls that previous reports of the Government referred to both Section 42(b) of the Instructions and Directives of the Iraqi Port Administration (1969) as amended, and Amendment No.1 (1975) to these Instructions and Directives as giving effect to Article 1 of the Convention. With the apparent establishment of a new authority dealing with port matters, the Committee requests the Government to provide, where relevant, an update on laws or regulations within the purview of the Iraqi Naval Authority in relation to the marking of loads transported by sea or by inland waterway, in particular when the package or object has a gross weight of more than one thousand kilograms (one metric ton), as provided for in Article 1(1) of the Convention.

Direct Request (CEACR) - adopted 2019, published 109th ILC session (2021)

The Committee previously noted the Government’s indication that a new system in ports ensured the safety of workers employed in loading and unloading of containers and that the relevant sectoral body had stated that measures were taken with respect to marking cargo as prescribed by the Convention. The Committee requested the Government to provide information on the manner in which the Convention was applied in law and in practice in the context of the difficult situation faced by the country. The Government indicated in its report, received in 2018, that it would provide this information as soon as it receives it from the relevant sectoral body. The Committee trusts the Government will be able to provide in the near future specific information relating to the measures taken for the application of the Convention, including on any difficulties encountered in this regard.

Direct Request (CEACR) - adopted 2012, published 102nd ILC session (2013)

The Committee notes the Government’s report and its statement regarding the difficulties faced in supplying reports within the set deadlines. While being aware of the difficult situation faced by the country and appreciating the Government’s efforts with regard to revising its labour legislation, the Committee requests the Government to provide information on the manner in which the Convention is applied in law and in practice.
