Declaration of illegality of a strike called by workers at the Committee for Port Administration and Economic Development of the Atlantic Coast (JAPDEVA) in Puerto Limón for non-compliance with the collective agreement; threats of sanctions for participating in the strike; violent eviction of workers from their places of work by police leaving a number of people wounded; arrest of 15 trade unionists, subsequently freed; hiring of strike-breakers; interference of the Office of the Ombudsman with the terms of the collective agreements by questioning their constitutionality before the Constitutional Chamber of the Supreme Court
