The Committee notes the observations of the International Organisation of Employers (IOE) received on 16 November 2023 and requests the Government to provide its comments in this regard.
Articles 1 and 5 of the Convention. Policies and programmes of vocational guidance and vocational training. Youth employment. Cooperation with the social partners. The Committee notes the updated information provided by the Government on the training programmes of the El Salvador Vocational Training Institute (INSAFORP). It notes that a number of strategies have been implemented to meet the training needs of workers in enterprises, vulnerable population groups and workers in productive sectors. The Government indicates that training needs are identified through various means, including research and studies on training needs, local-level and enterprise-level assessments, prospective analyses, follow-up to training courses, outcome and impact evaluations of training programmes, and consultations with key social partners. Between 2019 and the first quarter of 2021, 282,802 men and 261,004 women had access to training. Regarding the way in which it is ensured that the available training corresponds to the demand for knowledge and skills and the changing labour market landscape, the Government mentions a number of partnerships with various government institutions, organizations, trade unions and representatives of productive sectors. These alliances were created following the adoption of the Policy for the Coordination of Technical Education, Vocational Training and the Production System, which brings together the country’s vocational education and training policy-making bodies with representatives of the productive sectors, who can participate in designing the curricula of the training courses to be offered. While noting this information, the Committee also notes the adoption of: (1) the National Integration System Act Phase VI of the Territorial Control Plan (Decree No. 892 of 27 November 2023) replacing the National Youth Institute (INJUVE) with the Directorate of Integration; and (2) the Act establishing the National Capacity-building and Training Institute (INCAF), replacing INSAFORP (Decree No. 893 of 27 November 2023). In this regard, the Committee notes that the IOE requested an intervention on the grounds that the dissolution of INSAFORP could cause irreparable damage to the system of continuous vocational training for young persons and adults, and to related policies and programmes. The IOE alleges that, unlike the INSAFORP Board, which was tripartite, the INCAF Board is composed exclusively of representatives of key ministries (economy, finance, education and interior). In addition, INCAF did not receive the full budget of the former training institute. The Legislative Assembly amended the 2024 budget law to distribute INSAFORP’s US$64.7 million across three institutions - INCAF, the Ministry of Finance and the Directorate of Integration.
The Committee recalls that, in accordance with Article 5 of the Convention, policies and programmes of vocational guidance and vocational training shall be formulated and implemented in cooperation with employers’ and workers’ organizations and, as appropriate and in accordance with national law and practice, with other interested bodies. The Committee therefore requests the Government to respond to the observations of the IOE, indicating how the employers’ and workers’ organizations have cooperated in the formulation and implementation of INCAF. It also requests the Government to provide updated information on the impact of the creation of INCAF on the policies and programmes developed and activities planned to promote human resources development through vocational guidance and vocational training, and how these programmes are linked to employment policy through public employment services.
