Application of the Convention in practice and labour inspection. The Committee notes with interest the technical cooperation project entitled Capacity-building of the Ministry of Labour to Improve Conditions of Work in Agriculture in the Dominican Republic (FORMITRA) implemented together with the ILO between 2019 and 2023. From the document entitled Systematization of the FORMITRA Project, the Committee notes that the aim of that project is to encourage robust actions to strengthen the Ministry of Labour in enforcing labour standards and improving working conditions in the agricultural sector. It also highlights the following activities: (i) the creation and implementation of the Integrated System of Labour Inspection Cases (SICIT) to improve data gathering and availability, and effective management of the inspection services; (ii) the strengthening of the Policy Department for the Prevention and Elimination of Child Labour (DPPETI) of the Ministry of Labour and its leadership in coordinating the National System for the Prevention and Elimination of Child Labour (SNPETI); (iii) several awareness-raising activities, such as the development of the Manual for the Training of Trainers for the Prevention and Elimination of Child Labour, and campaigns including Targeting Child Labour (Lanza tu dardo contra el trabajo infantile) and Turning Employers away from Child Labour (Cambiando patrones contra el trabajo infantil); and (iv) the training of 150 mayors in preventing and combating child labour, spread over four regional workshops, and improvement of inter-institutional coordination in this area.
The Committee also notes the Government’s information that inspections are consistently being conducted in different sectors in the country and that: (i) in 2022 and 2023, 119,711 inspections were carried out; (ii) in 2022, 38,958 warnings were issued, 3,569 of which led to reports of violations, while in 2023, 30,420 warnings were issued, 2,653 of which led to reports of violations; and (iii) between January and March 2024, there were 8,137 warnings and 552 reports of violations. The Committee requests the Government to continue to provide information on: (i) the measures adopted to ensure the progressive elimination of child labour, including in the informal economy; and (ii) the results achieved in this respect. It also once again requests the Government to provide information on: (i) the number and nature of the violations detected by labour inspection and the penalties imposed in relation to child labour; and (ii) updated statistical data on the extent and trends of child labour in the country.
