Article 7 of the Convention. Negotiation of terms and conditions of employment. The Committee previously requested the Government to provide information on developments regarding its intention to establish a public services commission to assist with streamlining and modernizing collective bargaining arrangements for civil servants and other categories of employees. The Committee notes the Government’s indication that: (i) the Public Services Commission (PSC) was established in 2015 through the adoption of the Public Services Commission Act; (ii) on 1 September 2015, a Joint Negotiating Committee (JNC) comprising up to six PSC representatives (the “employers’ side”) and up to six union representatives (the “employees’ side”), was constituted and tasked with providing a mechanism and working in partnership for the determination and regular consideration of the pay, allowances, hours of work and working conditions of public service employees covered by the PSC; and (iii) when the parties of the JNC cannot reach an agreement, any party may refer the matter in dispute to arbitration. The Committee further notes that, according to the report of the PSC for the period 1 April 2024 to 31 March 2025, provided by the Government, the PSC covers several employment groups, including civil servants, manual and craft workers, and education support staff. It also notes the Government’s indication that teachers, lecturers, health and social care workers employed by Manx Care (independent public organization which delivers health and statutory social care services), and utility workers employed by Manx Utilities (statutory board which delivers electricity, water, wastewater treatment and natural gas services), are separate from the PSC and have their own joint negotiating committees. Taking due note of the above, the Committee requests the Government to provide information on the number of collective agreements concluded in the public service since the establishment of the PSC, indicating for each of them their scope and the number of workers covered.
