Article I of the Convention. General questions on application. Implementing measures. The Committee notes that, while the Government has taken a number of measures to address the points raised by the Committee in previous comments, limited progress has been made on important issues of compliance with the Convention, in particular with regard to its scope of application in relation to seafarers and ships. The Committee requests the Government to adopt the necessary measures without delay to fully implement the provisions of the Convention taking into account the issues raised in the request addressed directly to it.

The Committee is raising other matters in a request addressed directly to the Government.
