Serious failure to submit. The Committee notes the information provided by the Government to the Conference Committee on Application of Standards (CAS) in June 2025 regarding the significant unforeseen challenges the country faced, severely impacting its capacity to fulfil its constitutional obligations. The Committee recalls that the constitutional obligation of submission is of the highest importance and is a fundamental element of the standards system of the ILO. While noting this information, the Committee reiterates its request that the Government provide information on the submission to the National Parliament of the 13 instruments adopted by the Conference at its 99th, 100th, 101st, 103rd, 104th, 106th, 108th and 111th Sessions (2010–23).
