Article 1 of the Convention. Scope of application. Further to its previous comments on the possible coverage of domestic workers by the minimum wage system, the Committee notes that in its report, the Government refers to the adoption of the Act on the Improvement of the Employment of Domestic Workers (No. 18285 of 2021) and its Enforcement Decree (No. 32659 of 2022). While taking due note of these enactments, the Committee observes that the Act, as per its article 7, shall only apply to corporate providers of domestic services employing at least five full-time domestic workers, and that individual “housekeepers” are not covered by its scope (article 6). The Government indicates that as of April 2024, 104 legal persons were certified as domestic service providers under the Act. Taking due note of the above-mentioned legislative measures, the Committee requests the Government to continue to provide information on the progress made with regard to extending its minimum wage system to cover all domestic workers.
