The Committee notes the observations received from the Confederation of Public and Private Sector Workers (CTSP) on 30 August 2024 and 23 July 2025 as well as the observations received from the Confederation of General Trade Unions (CGTU) on 8 August 2025. The Committee also notes the replies to these observations provided by the Government.
Articles 1, 2 and 5(1) of the Convention. Effective tripartite consultations with the most representative workers’ and employers’ organizations. The Committee acknowledges the comprehensive information provided by the Government and notes that consultations were primarily conducted through written exchanges of correspondence. With regard to consultations on the prospects of ratifying the Employment Policy Convention, 1964 (No. 122), the Committee further observes the validation of the National Employment Policy for Mauritius (2024–28) in March 2024, developed by the Ministry of Labour, Industrial Relations, Employment and Training (MLIRET) in collaboration with the ILO and the University of Mauritius. Concerning the proposal submitted to the competent authority regarding the Violence and Harassment Convention, 2019 (No. 190), and the Violence and Harassment Recommendation, 2019 (No. 206), the Committee welcomes the ratification of Convention No. 190 in July 2021 after wide consultations led by the MLIRET, including the Labour Division, National Employment Department and the National Occupational Safety and Health Division.
The Committee also acknowledges the measures undertaken, with ILO support, to strengthen social dialogue and tripartism. These include: (i) a Tripartite Workshop held on 10 February 2025 to validate the Country Context Analysis for the formulation of the second-generation Decent Work Country Programme (DWCP) for Mauritius; (ii) the drafting of the second-generation DWCP (2024–29) in May 2025, aligned with the NEP and focused on promoting decent and productive jobs, improving working conditions, and reinforcing social dialogue; (iii) the Workshop on Conciliation and Mediation organized in July 2025; and (iv) the “Assises du Travail et de l’Emploi” hosted by the Ministry of Labour in September 2025.
The Committee requests the Government to continue to provide information on the content and outcome of tripartite consultations held on all the matters concerning international labour standards covered by article 5(1) of the Convention. The Committee also requests the Government to provide specific information on the legal or regulatory criteria used to determine the “most representative” workers’ and employers’ organizations for the purposes of Convention No. 144 consultations. Finally, recalling the Government’s indication that the ratification of the Employment Policy Convention, 1964 (No. 122), would be considered once the National Employment Policy is adopted, the Committee reiterates its request that the Government provide updated information on the prospects for ratifying Convention No. 122.
