Convenio sobre la consulta tripartita (normas internacionales del trabajo), 1976 (núm. 144) - Ghana (Ratificación : 2011)

Article 5(1) of the Convention. Effective tripartite consultations. Noting that the report does not contain information on the effective tripartite consultations carried out at least once per year with respect to all of the matters listed by Article 5(1) of the Convention, including information on the frequency, content and outcome of these consultations, the Committee requests the Government to provide such information in its next report and draws the Government’s attention to the points below:

Article 5(1)(c). Re-examination of unratified Conventions. In response to the Committee’s previous request on the outcome of tripartite consultations regarding the re-examination of unratified Conventions, including the Migration for Employment Convention (Revised), 1949 (No. 97), the Employment Policy Convention, 1964 (No. 122), the Labour Inspection (Agriculture) Convention, 1969 (No. 129), the Migrant Workers (Supplementary Provisions) Convention, 1975 (No. 143), the Indigenous and Tribal Peoples Convention, 1989 (No. 169), and the Private Employment Agencies Convention, 1997 (No. 181), the Government indicates that no consensus has yet been reached. It further indicates, however, that steps are being taken to advance ratification in the coming years and requests ILO technical assistance to support this effort. Noting the Government’s indication that consultations on the ratification of unratified ILO Conventions, including Conventions Nos 97, 122, 129, 143, 169, and 181, are still ongoing,the Committee asks the Government to continue to provide information regarding the outcomes of these processes.

Article 4(2). Financing of training. The Committee notes the Government’s indication that, on 22 and 23 August 2024, a capacity-building workshop for representatives members of the National Tripartite Committee (NTC) was held under the Trade for Decent Work project, which included training on reporting on international labour standards. The Committee also notes the Government’s request for ILO technical assistance to organize further capacity-building workshops on social dialogue and dispute resolution. It also notes that through the Trade for Decent Work and Productivity Ecosystems for Decent Work projects, participants benefited from: (i) continuing legal education in 2022 and 2023; (ii) the International Labour Standards Academy (ILO/ITC Turin) in 2024; and (iii) the Employment Academy in 2024. The Committee requests the Government to continue to provide updated information on the training provided to the representatives of the National Tripartite Committee (NTC), including information concerning the frequency, nature and content of the training that took place.
