The Committee notes the adoption of Act No. 13/2023 amending the Labour Code.

The Committee notes the observations of the General Workers’ Union (UGT), received on 11 September 2025, on the application in practice of the Convention. The Committee requests the Government to provide its comments in this regard. It also requests the Government to respond to the previous observations of the UGT, which alleged difficulties with the exercise of trade union rights in the informal economy.

Article 3 of the Convention. Right of organizations to draw up their constitutions and rules. The Committee notes the information provided by the Government on the obligation for trade unions to regulate, in their constitutions, the direito de tendência (right of trade union members to form channels of opinion), and the related court decisions. The Committee requests the Government to continue to provide information on this matter.
