Article 7(1) of the Convention. Minimum age for admission to light work. In its previous comments, the Committee noted that under the national legislation, the minimum age for light work is 14 years. It also noted that sections 4(2) and 9 of the Law of the Child (Child Employment) Regulations regulates the employment of children of 14 years in light work and provides for a list of hazards that shall be taken into account while determining light work activities in which children may be permitted. It noted that 45.4 per cent of children aged 12–13 years are involved in child labour.
The Committee notes the Government’s information that it will consider regulating light work for persons between the ages of 12 and 14 in consultation with the organisations of employers and workers concerned. Considering that a high number of children below the minimum age of 14 years are involved in child labour, the Committee once again encourages the Government to consider regulating light work for persons between the ages of 12 and 14, in conformity with Article 7(1) and (4) of the Convention. It requests the Government to provide information on any progress made in this regard.
Article 8. Artistic performances. In response to its previous comments concerning the measures taken to establish a system of individual permits for children under the minimum age who are participating in cultural artistic performances, the Committee notes the Government’s information that the Ministry of Culture, Arts and Sports, by using the National Art Council Registration System has launched in July 2022, a system restricting the registration of children under the minimum age for cultural and artistic performances except those registered under the supervision of their parents or guardians. The Committee requests the Government to indicate whether the registration system within the National Art Council Registration System establishes the system of granting individual permits for children participating in artistic performances under the age of 14 years and to provide information on whether such permits limit the number of working hours and prescribe the conditions in which such employment or work is allowed, pursuant to Article 8 of the Convention.
