Article 5 of the Convention. Promotion of collective bargaining. With regard to the measures taken by the Government to promote collective bargaining and raise awareness of the benefits of collective agreements, in view of the limited number of agreements which have been concluded in relation to the memoranda of understanding signed further to the settlement of labour disputes, the Committee refers to its comment on the Right to Organise and Collective Bargaining Convention, 1949 (No. 98).
Concerning in particular the promotion of collective bargaining in the public administration, the Committee notes the Government’s indication that: (i) periodic meetings, entitled “social dialogue sessions”, are organized between the Government, the trade union confederations and the most representative employers’ organizations at national level, in order to discuss issues agreed upon by the social partners and conclude labour agreements; and (ii) with regard to the public administration, these sessions enable a range of topics to be addressed including in relation to wages and promotions, conditions of work and family benefits. The Committee welcomes the results achieved further to the conclusion of the agreements of 25 April 2019, 30 April 2022 and 29 April 2024, including in relation to the following matters for the public administration: (i) the general increase in salaries for officials in the public administration, including at regional level, and for employees of public administrative institutions; (ii) the creation of a new promotion grade for officials and the improvement of conditions of promotion for teachers; (iii) the increase in family benefits; (iv) the approval of 15 days’ paid paternity leave; and (v) the reduction of tax on salaries. While welcoming the conclusion of these agreements, the Committee requests the Government to specify the national provisions which recognize the right to collective bargaining to public servants and, if so, to ensure that the legislation in force is consistent with practice in this area.
The Committee furthermore requests the Government to continue providing information on any results achieved further to future social dialogue sessions.
