In order to provide a comprehensive view of the issues relating to the application of ratified Conventions on labour inspection, the Committee considers it appropriate to examine Conventions Nos 81 (labour inspection) and 129 (labour inspection in agriculture) together.
Articles 10, 11 and 16 of Convention No. 81 and Article 14, 15 and 21 of Convention No. 129. Human and material resources and appropriate means of transport. In reply to the Committee’s previous request, the Government indicates in its report that 48 labour inspectors, 50 labour officers, and 75 occupational health and safety (OSH) officers were recruited in 2021, ensuring gender balance and bringing diverse expertise in areas such as medicine, engineering and occupational hygiene. The Committee notes that the Government indicates that staff are deployed across all 47 counties and 5 sub-counties. However, the Committee notes that no information has been provided concerning the current number of labour inspectors working for the Department of Labour and the Department of OSH, as well as their years of experience and areas of specialization. The Committee further notes the Government’s indication that the Directorate of OSH Services (DOSHS), with World Bank funding, has acquired an OSH Mobile Unit. This specialized vehicle is equipped to provide occupational medical examinations, medical surveillance programmes, workplace hygiene assessments, and awareness campaigns across the country. Moreover, to improve transport facilities, DOSHS has procured additional vans and double-cabin pickups for officers to enhance mobility. The Committee requests that the Government continue taking the necessary measures in order to ensure that the number of labour inspectors and the material means of the inspectorate are sufficient to secure the effective discharge of its duties, and to provide information in this respect.
The Committee is raising other matters in a request addressed directly to the Government.
