Articles 7 and 8 of the Convention. Statistics of employment, unemployment and underemployment. Statistics of the structure and distribution of the economically active population. The Committee notes that statistics continue to be sent regularly to the ILO Statistics Department for dissemination on the ILOSTAT website. They are drawn from the Multipurpose Household Survey (Encuesta de Hogares de Propósitos Múltiples – EHPM) carried out each year, with the latest statistical data provided dating from 2023. In this regard, the Government indicates that it is currently modifying the EHPM to improve the level of detail and the precision of the data. The Committee also observes that, in 2024, a population and housing census was carried out, with the previous one dating from 2007. Finally, the Committee notes with interest the Government’s indication that in 2021 the Ministry of Labour and Social Protection signed a protocol agreement with the ILO for the improvement of the Labour Market Information System (Sistema de Información del Mercado Laboral – SIMEL) created in 2019. This system allows for the collection of more precise information and the updating of data in accordance with international standards, and the integration of some of the latest ILO recommendations for labour market indicators. The Committee requests the Government to continue the regular provision to the ILO Statistics Department of methodological information, including a detailed description of the sources, concepts and definitions used for the collection and compilation of the statistics, in accordance with the provisions of the Convention. The Committee also requests the Government to provide updated statistics based on data from the population and housing census carried out in 2024.
Article 11. Statistics of labour cost. Further to its previous comment, the Committee notes the Government’s indication that: (i) data on labour cost cannot currently be obtained from the EHPM; and (ii) the Central Reserve Bank does not provide information on labour costs in the country. The Committee requests the Government to indicate the measurestaken or envisaged to be able to compile statistics of the cost of labour. The Committee recalls that the Government can avail itself of ILO technical assistance in this regard and hopes that it will soon be in a position to provide the ILO Statistics Department with updated information and data on the concepts and procedures used for the compilation of these statistics.
Article 14. Statistics of occupational injuries and diseases. The Committee notes that the statistics of occupational injuries are drawn from the records of the Ministry of Labour and Social Protection and are communicated to the ILO Statistics Department through the annual questionnaire, and that the latest statistics date from 2019. The Committee notes that these statistics are collected through the National System for the Declaration of Employment Accidents (SNNAT). In this regard, the Committee notes that the Government’s report does not contain statistics of occupational injuries. In this regard, it should be noted that “occupational risks”, as defined in the legislation of El Salvador, includes occupational injuries and occupational diseases, and that employers are required to keep a register of occupational diseases in case surveys are undertaken into causes and effects in the working environment. The Committee requests the Government to provide statistical data on occupational diseases, in accordance with Article 14 of the Convention. Moreover, emphasizing the decision of the International Labour Conference at its 110th Session in June 2022 to include a “safe and healthy working environment” in the framework of fundamental principles and rights at work, the Committee requests the Government to: (i) provide information on any developments concerning the compilation and publication of statistics of occupational injuries and occupational diseases; (ii) continue the regular provision of the respective statistics; and (iii) provide updated information on the sources, concepts, definitions and methodology used for the collection and compilation of the statistics.
