Serious failure to submit. The Committee notes the information provided by the Government to the Conference Committee on Application of Standards (CAS) in June 2025, indicating that the Division of Labour had received ILO technical assistance regarding its constitutional obligations, including the submissions of ILO instruments to the competent authority. The Government adds that the 14 instruments pending submission have been compiled and that their submission to the Parliament is expected by the end of the third quarter of 2025. The Committee recalls that the constitutional obligation of submission is of the highest importance and is a fundamental element of the standards system of the ILO. The Committee expresses its trusts that with the technical assistance of the Office, the Government will be in a position to comply with its constitutional obligation of submission. It requests the Government to keep it informed of any developments in this respect.
In this context, the Committee once again urges the Government to communicate the date on which the instruments adopted by the Conference between 1994 and 2006 were submitted to the Parliament. The Committee also urges the Government to provide information on the submission to Parliament of the 14 instruments adopted at the 96th, 99th, 100th, 101st, 103rd, 104th, 106th, 108th and 111th Sessions of the Conference (2007–23).
