The Committee takes note of the Government’s brief report. It notes the Government’s indication that its ratification aims to modernize seafarers’ identity documents (SIDs) through the use of biometric data and to strengthen maritime security. Implementation will involve legal amendments, an electronic ID system, and trained personnel under the authority of the Iraqi Supreme Maritime Authority. The Committee further notes the expected benefits, including improved international recognition, better protection of seafarers’ rights, and enhanced access to ports. At the same time, challenges persist regarding infrastructure, funding, and coordination among ministries, and progress will depend on ILO support and increased awareness among seafarers. The Committee observes however that the report submitted by the Government was not prepared based on the questions contained in the official report form. It therefore urges the Government to take the necessary measures to ensure full implementation of the Convention and to submit a comprehensive first report based on the questions contained on the official report form. The Committee reminds the Government that it may avail itself of the technical assistance of the Office in this regard.
