Articles 2 to 7 of the Convention. In reply to its previous comments, the Committee notes with interest the information provided by the Government in its report concerning the steps taken to implement the Convention, as amended in 2016. The Government further indicates that the Maritime Act (2019) provides the legal framework for issuing seafarers’ identity documents (SIDs), and that the Marine Division under the Ministry of Information, Communications and Transport has been designated as the competent authority responsible for administering the SID system. A contract was signed on 1 May 2025 with an external provider based in Austria for the provision of the SID software and database system, which is now fully operational and enables secure data management and production of SIDs. The Government explains that issuance of SIDs commenced in August 2025, with currently serving seafarers receiving their documents directly from the provider. Those yet to embark will receive them through the Marine Division. A list of eligible seafarers has been prepared, and a specimen SID compliant with the Convention will be submitted to the Office as soon as possible. The Committee further notes the Government’s reaffirmed commitment to the effective implementation of the Convention and its readiness to seek technical assistance from the ILO, if needed. The Committee welcomes this information and requests the Government to provide a specimen of the new SID to the Office as soon as possible. The Committee further requests the Government to provide detailed information on the legal, administrative, and operational measures taken to ensure full compliance with the requirements of Articles 2 to 7 of the Convention.
